In the UK we call it a quiet coach or a quiet carriage. And a very good idea they are too!In Norway these cars/coaches have been in use since way before the mobile phone surge, according to one news article (in Norwegian) since the beginning of the 1980s. And we call them just the same, "stille vogn".
A nice thing indeed, even more important with all noise from your phones.
